Hanoi has just had a new secretary of the Party Committee, when Deputy Prime Minister Vuong Dinh Hue was transfered by the Politburo to head the party organization in the capital city. Hue replace Hoang Trung Hai.
The decision to change senior personnel in the capital of Vietnam coincided with the one-month timeline of the violent and bloodshed raid in Dong Tam commune, My Duc district which killed many people, including three police officers and an 84-year-old revolutionary Le Dinh Kinh, who had 58-year party membership.
On this occasion, a Vietnamese researcher and political analyst commented on the question, whether dealing with the consequences of the assault in Dong Tam on Jan 9 was a challenge for the city party chief.
“Dong Tam is a very unfortunate case and is an awkward problem,” Dr. Ha Hoang Hop, a senior research fellow at the Institute of Southeast Asia Research (Iseas, Singapore), told BBC News from Hanoi on Feb 7.
“But Mr. Hue’s mission is not in such a specific place.”
“Mr. Vuong Dinh Hue’s task is that he must continue to implement the Resolution of the 16th Congress of the Hanoi Party Committee and implement the issues that belong to the Resolution of the 12th Party Congress.
“There are about 16 specific tasks that have been done over the past four years, and when people summarized and found that all 16 tasks, Mr. Hoang Trung Hai performed well.”
According to this researcher, from now until the 13th Congress of the Communist Party of Vietnam, the new Hanoi Party Committee Secretary will have to ‘do well’ all that.”
Dr. Ha Hoang Hop said regarding the Dong Tam case on Jan 9 and after this event from then on, in the context of Hanoi having the new Party Secretary, the National Assembly needs “to investigate.”
“The Dong Tam is a specific thing that certainly Mr. Hue has to deal with because Hue also replaced Hai as the head of the National Assembly’s delegation in Hanoi.
“So people would raise questions about Dong Tam in the National Assembly.”
According to Dr. Ha Hoang Hop, Vietnam’s highest legislative body should do for Dong Tam case as follow.
“As far as the National Assembly is concerned, the National Assembly has a supervisory role in law enforcement, so action must be taken. Firstly, it should hold meetings to review the Dong Tam case, why it happened like and why police killed Le Dinh Kinh?
I also reiterated that Hanoi’s authorities launched probing the deaths of three police officers, so the National Assembly should investigate and launch probing the murder of Mr. Kinh.”
National Assembly Representative Duong Duong’s remarks about Dong Tam case
“Here, the National Assembly, in accordance with the law of the National Assembly, the Law on Organization of the National Assembly, assigns the National Assembly Standing Committee to explain constitutional or unconstitutional in specific actions such as what happens in Dong Tam, see if it’s constitutional or not.”
“On the basis of these two incidents, it must also lead to the investigation of the murder case of Mr. Le Dinh Kinh.”
With the question of who will be the investigator, Dr. Ha Hoang Hop said: According to Vietnam’s laws, foreigners cannot participate in the investigation. However, because denunciation of murder is a citizen’s rights and obligations, the people only ask for an honest and independent investigation.
The question here is whether such investigation procedures can be honest and independent.
By the authority given to the current investigating authority, the higher level could only be: the Police or Security Investigation or Procuracy.
However, the National Assembly can also supervise and either the Party Central Inspection Committee may also have opinions.
Dr. Ha Hoang Hop said that it is necessary to clarify many details:
- Who was the one shot Le Dinh Kinh directly?
- In what case did such a deadly shot occur?
- Did he receive an order to kill him from his supervisors?
Need to apply criminal technical measures to determine based on the factors of the scene with how many wounds, how many bullets and other traces occurred at the crime scene.
In summary, the investigation conclusion must determine who was the killer with what motives and purposes.
With the question of whether there is a will of unity in the process of killing Le Dinh Kinh in the view of action – Between the government and the security side and between the government and the Party Central Committee and the Politburo?
Dr. Ha Hoang Hop could not answer specifically, but he recounted the history and context of the story from April 2017 until the incident on Jan 9, 2020.

The incident led to the fact that both the Police and the Army participated in the broken hip fracture and broke Mr. Le Dinh Kinh’s leg. This brutal acts made Dong Tam people angry so they took 38 police officers and the local government officials in hostage.
Then Mr. Le Dinh Kinh was taken to the hospital on April 21. At the same time, at the request of the Hanoi Police, the Hanoi People’s Procuracy decided to cancel his detention. After that, Dong Tam people also released kidnapped police officers.
From a criminal perspective, on the part of Dong Tam villagers, there was a violation against the person on duty and the police had probed the case in 2017.
The incident led to different views on the 59 hectare of Dong Senh land.
On Aug 27, 2019, the government inspectors and representatives of Hanoi People’s Committee came to Dong Tam and said that 59 Ha was land allocated to the army. However, the people said that the documents presented by the government were insufficient.
The people demand a decision of the Council of Ministers.
The dispute should have been a civil dispute and absolutely must not be used force to resolve like the way they did in early hours of Jan 9.

People never and could never cover a murder. There will be a day when the incident needs to come to light.
Back to the question of whether people have expectations of Mr. Vuong Dinh Hue to vindicate the murder in Dong Tam village or not?
Dr. Hà Hoàng Hợp still answered “yes” – and further explained that: The Dong Tam incident on Jan 9 happened, causing a huge division in public opinion with two opposing sides. On the one hand, defending the deaths of 3 police officers and claiming that Mr. Kinh and his related parties caused the deaths of 3 policemen and caused hatred towards Mr. Le Dinh Kinh.
However, according to Dr. Hop, ordinary people do not think so, because Mr. Le Dinh Kinh is a person with knowledge of the Law in general and the Land Law in particular. Mr. Kinh had time to participate in political activities and never advocated violence. Dr. Hop said that Mr. Le Dinh Kinh was a righteous person.
And also because of that split, the need for public opinion led to the need for an honest and independent investigation as mentioned above.
The CPV, headed by General Secretary Nguyen Phu Trong and Prime Minister Nguyen Xuan Phuc, always praised as “The state of the people, by the people and for the people“, but the reality is completely the opposite when the State is controlled by a minority of party members, governed exclusively by the CPV’s senior leaders, and for party’s ruling.
That has led to social conflicts, increasing confrontation between a number of privileged party members and the rest of over 90 million people in Vietnam.
When the rights party is placed on the rule of law, the massacres like Dong Tam will hapen, Mr. Vuong Dinh Hue is also an individual in the party, unable to correct the errors of a whole system of deadly mistakes.
The only way, is the whole people unite to erase the chains of communist dictatorship, to build a prosperous, fair, democratic and liberal Vietnam.
