Vietnam: Politburo’s power in appointing deputy prime ministers and ministers

Mr. Nguyen Phu Trong has just been re-elected by the 13th National Congress to remain the party’s chief for the 3rd  consecutive term

Vietnam’s National Assembly is about to “consolidate the leadership positions of the state apparatus” in the last session of this term scheduled from March 24 to April 7.

Government Office Minister Mai Tien Dung told the press: “The National Assembly will consolidate the leadership positions of the Government, leaders of ministries and government’s agencies for the 2016-2021 term with the position of Central Committee’s members who were not re-elected but re-elected but being appointed to other positions.”

In the one-party political system in Vietnam, the Communist Party maintains a comprehensive leadership with the rubber-stamp parliament National Assembly.

Former chairman of the National Assembly Nguyen Van An used the phrase “the Party introduces [seniot officials for the highest posts], the National Assembly elects [them]” to briefly talk about this relationship.

In fact, the Communist Party, over the years, has issued many regulations to increasingly concretize the Party’s leadership method with the National Assembly.

The newest current regulation is Regulation 105-QD/TW “on decentralization of staff management and appointment and recommendation of candidate cadres” signed by General Secretary Nguyen Phu Trong on December 19, 2017.

Article 4 of this regulation clearly states that the Politburo “decides to assign work to the members of the Politburo, members of the Secretariat, and members of the Central Committee.”

The appendix to this regulation also specifies each title decided by the Politburo, namely:

1- Central Agencies

– Politburo members; members of the Secretariat; members of the Central Committee.

– Vice State President; NA’s vice presidents; deputy prime ministers.

– Members of National Defense – Security Council.

– Members of the National Election Commission.

– Head of Steering committees established by the Politburo.

– Members of the National Assembly Party Committee, Government Party Committee.

– Chairpersons, Vice-Chairpersons of Central Inspection Commission; heads of commissions of the Central Committee; Chief of the Central Committee Office; director of Ho Chi Minh National Academy of Politics.

– Members of National Assembly Standing Committee; Chairperson of Ethnic Council; Chairpersons of the Committees of the National Assembly; Secretary-General of the National Assembly – Chairperson of the National Assembly’s Office.

– Chief Justice of the Supreme People’s Court; Chief Procurator of the Supreme People’s Procuracy; General chief of the State Audit.

– Chairperson of the State President Office.

– Ministers, heads of ministerial-level agencies; President of Vietnam Academy of Science and Technology; President of Vietnam Academy of Social Sciences.

– Chairperson and vice-chairpersons – General Secretary of Central Committee of Vietnam Fatherland Front; Chairman of the Vietnam General Confederation of Labor; President of Vietnam Women’s Union; President of Vietnam Farmers Association; President of Vietnam Veterans Association; First Secretary of the Central Ho Chi Minh Communist Youth Union.

– Editor-in-chief of Nhan Dan (People’s) Newspaper; Editor-in-chief of Communist Magazine.

2- Provinces, cities, and party committees directly under the Central Government

– Secretary of the Party Committee, City Party Committee, Party Committee of the blocs directly under the Central Government.

– Chairman of the People’s Council, Chairman of the People’s Committee of Hanoi, Ho Chi Minh City.

3- Army, Public Security

– Members of the Central Military Commission, member of the Party Committee of the Central Public Security.

– Chairman of the General Department of Politics of the Vietnam People’s Army.

– Chief of Staff of the Vietnam People’s Army.

Thus, it is clear that the leading positions of the Government of Vietnam, from deputy prime ministers to ministers, are decided by the Politburo.
