General Secretary of the ruling Communist Party of Vietnam Nguyen Phu Trong on October 1 personally chaired a meeting to review and discipline a number of generals in the Standing Board of the Vietnamese Coast Guard’s Party Committee for the 2015-2020 term and a several other leaders, including the incumbent Coast Guard Commander, were also “removed from all positions in the Party.”
Accordingly, the party’s Central Inspection Commission issued a disciplinary decision to expel Major General Le Xuan Thanh – Commander of the Coast Guard Region 3, and Major General Le Van Minh – Commander of the Coast Guard Region 4.
Generals and leaders were removed from all positions in the party, including Lieutenant General Nguyen Van Son – Deputy Secretary of the Coast Guard’s Party Committee cum Commander of the Coast Guard; Lieutenant General Hoang Van Dong – former Secretary of the Party Committee, former Political Commissar of the Coast Guard; Major General Doan Bao Quyet – Deputy Political Commissar of the Coast Guard; Major General Bui Trung Dung – former Deputy Commander of the Coast Guard; Major General Pham Kim Hau – Deputy Commander, Chief of Staff of the Coast Guard; Major General Tran Van Nam – Deputy Commander of the Coast Guard; Major General Dao Hong Nghiep – Commander of Coast Guard Region 2.
The disciplinary notice was issued after a three-day meeting (September 28-30) of the party’s Central Inspection Commission, chaired by Politburo member, Secretary of the Party Central Committee, and Chairman of the commission Tran Cam Tu.
According to the conclusion of the Central Inspection Commission, the Standing Board of the Party Committee of the Vietnam Coast Guard for the 2015-2020 term has “violated principles and working regulations, lacked responsibility, loose leadership, direction, lack of inspection and supervision led to the Coast Guard Command and many officials and party members, including key officers and leaders of the Command, and leaders and commanders of subordinate units, becoming “lack of upbringing, cultivate political, moral, and lifestyle.”
The Standing Board of the Coast Guard Party Committee for the 2015-2020 term was also found to have violated the Party’s regulations, the State’s laws and the regulations of the Defense Ministry in the management and use of finance and implementation, investment projects in capital construction, procurement of materials, technical equipment and in the fight against smuggling, maintaining security, order and safety at sea.
The Central Inspection Commission said that the above violations have “caused very serious consequences“, greatly damaged the State’s money and properties, affected the performance of political tasks, and damaged the reputation of Party organizations and the Army as well causing frustration among officers and soldiers.
Notably, among the generals who were disciplined, there was also the incumbent Coast Guard Commander – Lieutenant General Nguyen Van Son. Mr. Son was concluded that as Deputy Secretary of the Party Committee and Commander of the Coast Guard, he must be jointly responsible for the violations and shortcomings of the Standing Committee of the Party Committee for the 2015-2020 term, responsible for the and responsibility of the head for violations and shortcomings of the Command and its subordinate units. He himself was also accused of “deterioration in political quality, morals, way of life.”
The current Commander of the Vietnam Coast Guard was also accused of violating the principle of democratic centralism and the Working Regulations when signing and promulgating a number of important documents in key work, lacking responsibility in leadership and the law to handle a number of violations that are not in accordance with regulations, showing signs of omission of crimes.
Mr. Son was disciplined by the Secretariat in the form of dismissing all positions in the Party.
In announcing the discipline, the Secretariat also revealed violations of other generals. In which, Lieutenant General Hoang Van Dong – Secretary of the Party Committee, Political Commissar of the Coast Guard, Major General Doan Bao Quyet – Member of the Standing Committee of the Party Committee, Deputy Political Commissar of the Coast Guard, Major General Pham Kim Hau – Member of the Committee The Standing Committee of the Party Committee, Deputy Commander, Chief of Staff of the Coast Guard are jointly responsible for violations and shortcomings of the Standing Board of the Party Committee for the 2015-2020 term. In addition, Mr. Hau must also take personal responsibility in reporting the results of evaluation of contractor capacity for equipment procurement bidding packages in contravention of law provisions, causing a waste of state budget.
Major General Bui Trung Dung – Party member, Deputy Commander of the Coast Guard – was accused of violating the law in approving some plans to buy petrol. Mr. Dung holds the responsibility of being the Chairman of the Council for Procurement of Materials, approving the petrol and oil bills and finalization, but has lacked inspection and supervision, leading to a great loss of the state budget.
Major General Tran Van Nam – Member of the Standing Committee of the Party Committee, Deputy Commander of the Coast Guard, is jointly responsible for the violations and shortcomings of the Standing Committee of the Party Committee for the 2015-2020 term. In addition, during his tenure as the Director of the Department of Professional Affairs and Law, Mr. Nam signed and approved many plans and proposed payment of vehicle rentals beyond his authority, not in accordance with regulations, so that his affiliated units violated in the preparation of vehicle rental dossiers, causing great losses to the state budget. He was also concluded as “lack of responsibility in directing, guiding and inspecting the fight against smuggling at sea, causing many violations and shortcomings; handle violations not in accordance with regulations, showing signs of omission of crimes.”
Major General Dao Hong Nghiep – Deputy Secretary of the Party Committee, Commander of the Coast Guard Region 2 – was found to have violated the provisions of law in signing and approving documents and contracts to request and be paid for fees for arresting and handling cases, causing large losses to the state budget. Mr. Nghiep was blamed for advising the Coast Guard Command to sanction a number of cases of violating the law, showing signs of omission of criminals.
Major General Le Xuan Thanh – Member of the Executive Committee of the Coast Guard Party Committee, Deputy Secretary of the Party Committee, Commander of the Coast Guard Region 3 – was found to have violated the law in signing documents and records for payment for handling vehicle rental, petrol and oil purchase, causing large losses to the state budget. He was also accused of accepting bribes, was prosecuted and taken into custody.
Major General Le Van Minh – Member of the Executive Committee of the Coast Guard Party Committee, Deputy Secretary of the Party Committee, Commander of the Coast Guard Region 4 – was found to have violated the law in signing and approving documents and records handling cases, renting vehicles and requesting payments and withdrawing money from the state budget. He was also accused of accepting bribes and was prosecuted and taken into custody.
The Secretariat believes that the violations by the Standing Board of the Coast Guard Party Committee for the term 2015-2020 and the above individuals are very serious. But considering the achievements of the collective, the dedication and sincerity, seeking, self-recognition, overcoming violations, shortcomings, consequences and self-discipline of each individual should be based on the content the nature, extent of consequences, they were dismissed fromf all positions in the Party for the above generals.
