He talked about the reason that this group of households filed an urgent denunciation:
“The group of lawyers after the meeting on August 18 with the People’s Committee of Tan Binh District assessed that this is not a meeting to resolve complaints and denunciations, this is a meeting to listen to opinions.
But then they [District People’s Committee] issued a notice that Loc Hung Vegetable Garden is land managed by the state, so the group of lawyers thought that this was a fraudulent meeting, causing confusion for VRLH people.
In this urgent complaint, a group of 72 households asserted that Loc Hung Vegetable Garden in Ward 6, Tan Binh district is “a land that people have used legally, long-term and without dispute, based on the Law on Land. People using this land are eligible to be granted land use rights, but for more than 20 years, people in Loc Hung Vegetable Garden have complained and been hindered by the government, unable to resolve their legitimate claims.”
The petition also reiterates that the eviction on January 4 and January 8, 2019 by the Tan Binh district government against the Loc Hung Vegetable Garden residents was a terrible, cruel, completely illegal coercion, causing dangerous consequences. extremely large for 124 households living in this land.
The petition also said that the meeting to receive citizens of the Tan Binh district government that took place on the morning of August 18 did not comply with the provisions of the Law on Citizen denunciation, did not handle the legitimate complaints of the people in Loc Hung Vegetable Garden.
People of Loc Hung Vegetable Garden feel that the government uses tricks and cheats, using this event to legalize the complaint settlement process, use that as a basis for reporting to the city and central leaders, providing information and images for newspapers and radio stations in order to communicate and orient public opinion.
Five days after the meeting on August 18, the People’s Committee of Tan Binh District issued Notice No. 258 stating the conclusion of the District Chairman with the content affirming that the Loc Hung Vegetable Garden is under the direct management of the state and the legitimacy of the land eviction in early 2019.
However, this group of households disagreed with the content of this notice on many issues, including the proposal to determine the land use rights and the request for compensation for property due to eviction and demolition in early 2019.
In the denunciation, the people of Loc Hung Vegetable Garden also asked the Government Inspector to comprehensively inspect the Loc Hung Vegetable Garden Project to soon protect the legal rights of households.
They asked the Chairman of the People’s Committee of Ho Chi Minh City to receive citizens for VRLH residents about their requests, complaints and denunciations.
