The internal fighting within the Communist Party of Vietnam has recently been fierce, not only at the top, but also at the lower levels of the party.
Social networks are buzzing about the results of votes of confidence in some localities, such as Quang Ninh and Vinh Phuc, with two very surprising results, the Party’s will is different from the people’s.
First, the case of Major General Dinh Van Noi, Director of Quang Ninh Police, who is not popular with many Quang Ninh officials, is not difficult to understand.
Major General Dinh Van Noi received the most “low confidence” votes in the most recent category, and the fewest “high confidence” votes in the Quang Ninh Provincial Party Committee.
Similarly, Chairman of Vinh Phuc province Le Duy Thanh received more “low confidence” votes than “high confidence” votes. Mr. Thanh became the only person in the vote of confidence, in party committees across the country, to receive oversold “low confidence” votes. According to regulations, Mr. Le Duy Thanh will have to resign, if he does not resign, he will be voted out of office.

The news said that at the 13th session, the 17th term of Vinh Phuc Provincial People’s Council, on December 15, took votes of confidence for 28 key personnel. Notably, according to the announced results, Chairman of the People’s Committee of Vinh Phuc province Le Duy Thanh had the largest number of “low confidence” votes: 25 “low confidence” votes, accounting for 53.19%; 40.43% of “high confidence” votes; and 4.26% “confidence” vote.
According to the announcement, Mr. Le Duy Thanh only received 19 votes of high confidence (accounting for 40.43%) and 2 votes of confidence (4.26%).
After the results of the vote of confidence were announced, Mr. Le Duy Thanh affirmed that the result of “low confidence” was too unusual for him. At the same time, the result of the vote of confidence for Mr. Le Duy Thanh surprised not only the People’s Council of Vinh Phuc province, but also public opinion nationwide.

But, the Chairwoman of the People’s Council of Vinh Phuc province – Ms. Hoang Thi Thuy Lan – signed a Resolution stating clearly that the vote of confidence is organized democratically, objectively, publicly, transparently, in accordance with principles, and prescribed procedures.
Public opinion has asked the question, “Are there conflicts within the leadership of Vinh Phuc province?”
It is known that in recent years, many state press agencies have reported that under the leadership of Chairman Le Duy Thanh, Vinh Phuc’s economy has grown well, social security spending has increased very high. Vinh Phuc’s economic scale ranks 6th in the Red River Delta, and 14th in the national rankings.
Experts affirm that, “as Chairman of Vinh Phuc province, Mr. Le Duy Thanh has not been scandalized by corruption, moral degeneration and leadership style.”

In the work of organizing staff, Ms. Lan also received a scandal when she arranged for her daughter to be Deputy Director of the Provincial Department of Planning and Investment. Ms. Lan’s daughter, Ms. Tran Huyen Trang, has just graduated from a university in China, and is certainly not qualified to be appointed as a Deputy Director of the Department.
In June 2021, Mr. Le Duy Thanh – Chairman of the People’s Committee of Vinh Phuc province – signed a decision to revoke the appointment decision of Ms. Tran Huyen Trang, Deputy Director of the Department of Planning and Investment of Vinh Phuc province, daughter of the Secretary of the Provincial Party Committee.
That is why, Secretary of the Provincial Party Committee and Chairwoman of the People’s Council of Vinh Phuc province Hoang Thi Thuy Lan received an almost absolute number of “high confidence” votes. Public opinion saw that, unexpectedly, the Communist Party of Vietnam’s policy of “no reward, no punishment” to gain votes of confidence had been turned into a weapon by the Party leaders, from the Central to local levels to purge their opponents.
