The Central Committee’s Inspection Commission is working with former State President Nguyen Xuan Phuc on the allegation “forcing competent persons in judicial activities to violate the law.”
In 2019, as Prime Minister, Phuc twice called Lieutenant General Tran Van Ve – Permanent Deputy Head of the Ministry of Public Security’s Police Investigation Agency – to assign the task of prosecuting and arresting Colonel Nguyen Duy Linh – Deputy Director General of the General Department of Intelligence by all means. Linh is the son of Senior Lieutenant General Nguyen Van Huong – Director General of the General Department of Security and former boss of incumbent General Secretary cum State President To Lam.
Phuc promised to let Gen. Ve stay for another 2 years and give him special privileges (because at that time Ve was past the age limit for Deputy Minister of Public Security) to succeed Senior Lieutenant General Le Quy Vuong as Deputy Minister of Public Security and Head of the Police Investigation Agency of the ministry.

Ve was like a “blind cat catching fried fish” trying to find every way to falsify documents, urge him to confess, prompt him to confess, force him to confess and threaten Vu “Nhom” (aka Phan Van Anh Vu), forcing him to confess that he gave “a gift bag” to Linh with the purpose of giving the gift to ask Linh for help.”
In the end, Linh was convicted by the court of accepting bribes from Vu “Nhom” in the amount of several million USD. But thanks to then Minister To Lam, Linh was only accused of accepting a bribe of VND5 billion, and was sentenced to 14 years in prison. According to insiders, Linh was known to be in prison, but it was just like going to the hospital to rest.
Linh is the only son of retired Gen. Huong, a notorious “godfather” in the police force. According to rumors, due to humiliation and anger, Huong vowed to arrest Phuc.
The Linh case is considered one of the main causes leading to the conflict between Phuc and Lam. Phuc also ordered Gen. Ve to use sinister tricks to force Tran Phuong Binh – General Director of Dong A Bank – to falsely declare that the money lent to Vu “nhom” was the bank’s money, but in fact that money was Vu’s contribution to the company.
According to the Central Committee’s Inspection Commission, the actions of Gen. Ve and Phuc were “particularly serious, causing bad public opinion among the masses, affecting the seriousness of the judiciary and social justice.”
The Central Committee’s Inspection Commission requested Phuc to explain the direction of Gen. Ve to distort the records related to Vu “Nhom” cases – the conviction records were not scientifically based, based on the subjective will of the judge, including using prisoners in the same cell to force confessions and investigators arbitrarily recorded and forced to sign the interrogation records.
Therefore, not only Phuc but also Gen. Ve are at risk of being prosecuted and detained in the near future.
It is known that the Da Nang faction and Vu “Nhom” as well as retired Gen. Huong are excited about the possibility of Phuc and Ve being prosecuted and detained. Now we only have to wait for the highest decision from General Secretary To Lam.
