For a long time, the majority of Vietnamese people still have admiration for Mr. Nguyen Phu Trong. They admired and praised that no high-ranking Vietnamese leader had dared to discipline and dismiss the President and send dozens or even hundreds of other high-ranking leaders to prison.
Perhaps, the majority of people who praise General Secretary Trong are ignorant people who do not have access to multi-dimensional information of the world. If they knew, that was General Secretary Trong’s “magic“, it’s unclear if they would still worship him. Because Mr. Trong created and initiated “burning the stove“, but he was also the creator of firewood. And that vicious cycle will never end.
That means, fighting corruption in Vietnam is an “endless” epic. And as long as there is corruption, there is still a reason for Mr. Trong to find an excuse to stay in the General Secretary’s post forever.
That is also the reason why General Trong fights against corruption and has the policy, “If any officer has made a mistake but voluntarily apologizes and voluntarily returns the money, he/she will be ‘exempted from prosecution or lightly punished’; And it’s not good to be punished harshly, it’s not good to remove everyone from office…”
This odd policy was also resolved by the Politburo and the Secretariat, at the request of the General Secretary. That is Notice No. 20/BBT-TW dated September 8, 2022 of the Politburo, allowing leaders from Central Committee members and above, if they are corrupt, pay to cover consequences and proactively resign, they will be exempted from criminal prosecution.
Public opinion and knowledgeable people believe that the spirit of Announcement No. 20 as just mentioned is a “trick” from the General Secretary. Because the person who created the conditions for those specializing in corruption cases was the assistant of the General Secretary – Ho Mau Ngoc.
When it comes to Mr. Ho Mau Ngot, assistant of the General Secretary, people often think of giving bribery for lighter sentences and buying positions. Ho Mau Ngot is sái to be key person of such bribery. To the point that, in the two areas just mentioned, Ho Mau Ngot is second to anyone.

Fortunately for General Secretary Nguyen Phu Trong, before the 13th National Congress, according to knowledgeable people, specifically in mid-September 2020, a Central Committee member in charge of Internal Political Protection proactively met and requested General Secretary Trong to immediately fire Assistant Ho Mau Ngoc. If not, the file will be transferred to the authorities for legal handling. After exactly 2 weeks, Ho Mau Ngoc quietly retired.
Because of his obvious career as a judge and position runner, after the 12th Congress, Ho Mau Ngot was not elected to be a member of the Central Committee. According to regulations, if he is not a Central Committee member, Ho Mau Ngoc is not qualified to hold the position of Assistant General Secretary. But because the relationship was “both deep and profound,” Trong, despite the regulations, still allowed Ho Mau Ngot to continue to be his assistant. And so Mr. Ngot continued to make waves. Mr. Nguyen Phu Trong once said, “What’s the use of so much money?” People close to Mr. Trong said that it was to remind Ho’s juniors to be careful because he knows that.
To put it bluntly, former leaders of the Communist Party of Vietnam have a common opinion, saying that General Secretary Nguyen Phu Trong has no ability or talent. Mr. Trong’s success in burning the furnace, which was essentially a purge of factions, was entirely helped and directed by China.
