On the afternoon of October 25, during the 6th session, term 15, the National Assembly of Vietnam completed the vote of confidence. National Assembly delegates voted to pass the “Resolution confirming the results of the vote of confidence for those holding positions elected and approved by the National Assembly” with 470/472 votes in favor – equivalent to 95. 14% of the total number of National Assembly deputies.
The results of votes of confidence for 44 people holding positions elected and approved by the National Assembly have some notable points (ranked by high number of votes of confidence), specifically as follows:
– Standing in first place in terms of “high confidence” votes is Defense Minister Phan Van Giang.
– National Assembly Chairman Vuong Dinh Hue ranked 2nd in the number of “high confidence” votes.
– Prime Minister Pham Minh Chinh only ranked 12th in terms of “high confidence” votes.
– Minister of Public Security To Lam only ranked 26th.
– Chief Justice of the Supreme People’s Court Nguyen Hoa Binh stands at position 31/44.
– The 2 people with the least “low confidence” votes are Mr. Nguyen Duc Hai – Vice Chairman of the National Assembly – and Mr. Le Tan Toi – Chairman of the National Defense and Security Committee with 2 votes each.
The leadership group at the bottom of the “trust” ranking is:
– Minister of Information and Communications Nguyen Manh Hung ranked 37/44.
– Minister of Education Nguyen Kim Son ranked 39/44.
– Minister of Health Dao Hong Lan ranked 41/44.
– Minister of Industry and Trade Nguyen Hong Dien ranked 42/44.
– Minister of Culture Nguyen Van Hung ranked penultimate at number 43/44.
– Minister of Science and Technology Huynh Thanh Dat ranked at the bottom of the table at 44/44.
Observers assessed that the results of the positions receiving votes of confidence from the National Assembly showed that all the speculations and worries of public opinion and knowledgeable people did not come to pass. Thus, National Assembly Chairman Vuong Dinh Hue has another result of “getting a vote of confidence” to compete for the position of General Secretary for the upcoming 14th party’s National Congress.
Surprisingly, most of the personnel were selected directly by General Secretary Nguyen Phu Trong, as Head of the Human Resources Subcommittee of the 12th and 13th Party Congresses, with a “meticulous scientific five-phase process” as Mr. Trong previously stated.
In the list of people with many “low confidence” votes (the bottom), there are: “Minister of Culture Nguyen Van Hung ranked 43/44, Minister of Industry and Trade Nguyen Hong Dien ranked 42/44, “Scandalous” Minister of Health Dao Hong Lan ranked 41/44.
The most notable is probably the case of Minister of Education and Training Nguyen Kim Son, which caused the biggest surprise, when Minister Son, who had a low number of votes, led with 72/479 votes.
Public opinion of the Ministry of Education and Training, after the results of the vote of confidence, there are many opinions justifying that Minister Nguyen Kim Son took over as Minister after the 13th Congress, just when the education sector had too many problems. There are many turbulences, just solving the existing problems left by previous Minister Phung Xuan Nha is tiring enough. Ironically, former Minister Phung Xuan Nha is also a product and at the same time a close disciple of Mr. Trong.
Thus, after the historic defeat at the 8th Plenum of the 13th Central Committee, once again, the head of the Communist Party of Vietnam – General Secretary Nguyen Phu Trong – fell from power. Because of the knockdown of Prime Minister Pham Minh Chinh and the abandonment of the General Secretary to Chairman of the National Assembly Vuong Dinh Hue.
The Vietnamese political drama still has many good and dramatic stories.
