Vietnam’s Ministry of Public Security assigned the Thai Binh provincial Police to urgently arrest Mr. Luu Binh Nhuong, Deputy Head of the National Assembly’s People’s Petition Commission, on the evening of November 14 at Noi Bai Airport, on the charge of “property appropriation.“
Public opinion’s reaction is that his arrest is a political plot to destroy each other between factions within the Party, and is related to the race for “key” personnel for the 14th National Congress of the Communist Party of Vietnam, which will take place in early 2026.

“Regarding the case of Luu Binh Nhuong, the ‘urgent’ arrest not only surprised Nhuong, but also the ‘subjects’ involved, but only those involved, in the ‘game’ of power for leadership, only implicitly understood the ‘hidden meaning’.”
In the context of regime instability, the Party has opened a “big” space for wisdom. In the case of Nhuong’s detention, this can be considered a “timely” action, which is interpreted as always giving priority to the purpose of maintaining the regime, instead of its negative impacts or consequences.”
Dr. Pham Quy Tho’s comments were made in the context that experts agreed that the arrest of Mr. Luu Binh Nhuong during the 6th Session of the 15th National Assembly, amid tense debates between the National Assembly and Government officials, in which institutional inadequacies are a hot issue, attracting the most opinions from National Assembly delegates.
The tension between the legislative body – the National Assembly, and the executive branch – the Government, is a “concern” beyond the comprehensive control of the Communist Party of Vietnam’s leadership, regarding the spread of violent protests. Currently, it is said to be “self-evolving, self-transforming” from the National Assembly, or, even, may lead to a tendency to overwhelm the Party’s absolute leadership.
This shows that the urgent arrest of a former National Assembly member and incumbent Deputy of the National Assembly’s People’s Petitions Commission has shown a message from the Communist Party, warning the “senators and senators” of the National Assembly to be careful and do not cross the red line!
