After the trial of the Hanoi Capital Military Court, the trial of Phan Quoc Viet and his accomplices, related to the research and production of COVID-19 test kits by Viet A Company and the Military Medical Academy. According to observers “The Viet A case was obscure right from the investigation stage.”
Specifically, in this case, the Criminal Investigation Agency of the Ministry of National Defense came to completely different conclusions than the investigation conclusions of the Ministry of Public Security.
The military determined that the test kit product was researched by Ho Thi Thanh Thuy, the wife of Phan Quoc Viet based on data on the internet, and the Military Medical Academy used this product to receive money without contributing research at all. On the contrary, the Investigation Agency of the Ministry of Public Security said that Phan Quoc Viet, General Director of Viet A Company, turned the test from a state-owned product (research results of the Military Medical Academy) into the product owned by Viet A Company.
This shows that General Department 2 – General Department of Military Intelligence (TC2) has certainly followed this case very closely from the beginning. The Investigation Agency of the Ministry of Public Security was too subjective, acting on its own.
Therefore, in the Viet A case, it is necessary to return the file to the Ministry of Public Security for “re-investigation.” If that happens, it will be a slap in the face of Minister of Public Security To Lam.
The trial of Phan Quoc Viet and his accomplices in the case related to the Military Medical Academy has shown that the Military Court has clarified the very dirty truth of the media, and the information given by the Ministry of Public Security, not all information is not true.
Specifically, Vietnam Week on December 27, 2023 said:
“Lieutenant General Do Quyet, Director of the Military Medical Academy at that time, said this was a national-level independent scientific and technological research project. The success of the project is especially important and has great significance in the context of the COVID-19 epidemic spreading globally.
Mr. Quyet is proud that, for the first time, Vietnam has a kit produced by Vietnam in large quantities, with good quality equivalent to the quality of the kits Vietnam is using in the world.”
But clearly, in reality, through the trial of the Hanoi Capital Military Court, it is shown that the Military Medical Academy does not have any valuable research results at all. Instead, the results of this scientific research project come from the personal research of Phan Quoc Viet’s wife.
Strangely enough, the test kit product of Ho Thi Thanh Thuy is much better than the “research” results of the Military Medical Academy, which was financed with a budget of VND18.8 billion.
Through such deceptive results, finally, on March 2, 2020, the Ministry of Science and Technology issued a decision to establish a Council for Acceptance of Phase 1 Results. After that, the council evaluated and accepted the results, approved the process provided by the Military Medical Academy, from Viet A’s kit, and requested the Ministry of Health to consider granting a license for use to prevent and control the epidemic.
Immediately after that, on March 4, 2020, the Ministry of Health immediately decided to issue a temporary registration number for use in screening tests.
Why, after an investigation, was the Ministry of Public Security completely unaware of these things?
Public opinion believes that the trial of Phan Quoc Viet by the Hanoi Capital Military Court is only a first instance trial, there will also be an appeal hearing.
Not to mention, there will be a series of other cases in which Phan Quoc Viet will continue to have to stand trial, especially bribery cases in selling test kits to provincial CDCs. Therefore, people still have many opportunities to know more information that was once hidden by the Ministry of Public Security.
Phan Quoc Viet and the original shareholders only own 20% of Viet A Company’s shares. So who owns the remaining 80% of Viet A? Why doesn’t the Ministry of Public Security make it clear to the public?
What does the above have to do with what the Government newspaper online reported with the headline, “President Vo Van Thuong visits the K3 Special Task Force Brigade – the main action intelligence unit of General Department II.” The news said:
“On December 21, comrade Vo Van Thuong, Politburo member, President of the Socialist Republic of Vietnam, visited and encouraged officers and soldiers of the K3 Special Reconnaissance Brigade – here is one of the main operational intelligence units of General Department II.
Accompanying President Vo Van Thuong were General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission cum Defense Minister; and other members of the Party Central Committee.”
Obviously, with the close supervision of General Department 2 – General Department of Military Intelligence, things that the Ministry of Public Security is still deliberately hiding, because of a certain sensitive secret, may be exposed. But don’t forget, throughout the trial process of the Military Court, Phan Quoc Viet’s was “very mysterious smile.” That is the horror of many senior officials, including the head of the Communist Party of Vietnam.
