Nguyen Xuan Phuc, former Prime Minister and State President of Vietnam, is reportedly being called by the Central Committee’s Inspection Commission to work on documents proving he got bribery by Truong My Lan, Cao Minh Tri (Director of Communications at Duy Tan High School) and Phan Quoc Viet (Chairman and General Director of Viet A Technology Joint Stock Company).

Currently, Nguyen Xuan Phuc and Tran Nguyet Thu (wife) are reportedly banned from leaving the country.
To avoid being discovered for their multi-trillion-dong assets, Mrs. Thu asked Bui Thi Thu Ha, wife of Major General Dam Thanh The, to stand in her name. Dam Thanh The is a relative of Nguyen Xuan Phuc (from Nguyen Xuan Phuc’s mother’s side).
At the end of 2013, Dam Thanh The asked for a secondment from the police force to become the department head of the Government Office, personal secretary to Phuc (at that time Phuc was the Deputy Prime Minister, Head of the Steering Committee 389).
In July 2016, after Phuc became Prime Minister, The was appointed as the Chief of the Standing Office of the Steering Committee 389. This is a powerful central agency, directing the Government’s activities against smuggling, trade fraud, and counterfeit goods. It can be said that The held a position with great power, and earned a lot of money in more than 5 years here.
While serving as PM, Phuc used Deputy Prime Minister Truong Hoa Binh and Lieutenant General Tran Van Ve – Director General of the General Department of Police – to prosecute and detain many officials and businesses to take personal revenge, as well as destroy their political paths to expand his own advancement.
A typical example is the case involving Vu Nhom (Phan Van Anh Vu), when the evidence for conviction was based on the speculation of the prosecution agency, the seller of public land was the state that committed the crime, but this guy was not prosecuted. Instead, the buyer was convicted. At the court on July 1, 2020, Vu Nhom asked the judge: “Is there any evidence to confirm that the defendant colluded with the leaders of Da Nang?” The judge replied: “Based on the investigation conclusions and the indictment, there is enough evidence to prove that there was collusion. etc.”
This situation reflects that Vietnam’s judicial system is not based on the constitution, justice or truth, but depends on the subjective will of the leaders and bribery.
Furthermore, Phuc also robbed Quy Nhon Port-Quy Nhon Port Joint Stock Company managed by the private enterprise of Le Hong Thai and transferred to Phuc’s son-in-law, Vu Chi Hung, and the source of investment money was provided Do Quang Hien (Bau Hien) upon request of Phuc.
Phuc also used Lieutenant General Tran Van Ve to prosecute and arrest many factions of Minister of Public Security To Lam and State President Tran Dai Quang. For example, the case of Colonel Nguyen Duy Linh, Deputy Director of the Ministry of Public Security’s Intelligence Department, son of Director General of the General Department of Security Senior Lieutenant General Nguyen Van Huong. Huong was the supervisor of Lam.
This is considered one of the main reasons leading to the conflict between Phuc and Lam.
In 2019, Phuc “gave the green light” to General Tran Van Ve, Permanent Deputy Director of the Ministry of Public Security’s Investigation Police Agency, to investigate Colonel Nguyen Duy Linh and Ho Huu Hoa for “receiving bribes” and “bribery brokerage.” Ho Huu Hoa is a feng shui master, so he had close relationship with many Politburo members and police generals.
Colonel Nguyen Duy Linh received bribes from Phan Van Anh Vu, aka Vu “aluminum”, for millions of USD. But thanks to Minister Lam, Nguyen Duy Linh was only accused of accepting a bribe of VND5 billion ($200,000) and was sentenced to 14 years in prison. According to insiders, Nguyen Duy Linh was known to be in prison, but it was just like going to the hospital to rest.
Nguyen Duy Linh is the only son of Senior Lieutenant General Huong, a notorious “godfather” in the police force. According to rumors, because of humiliation and anger, Gen. Huong vowed to catch Phuc.
In the near future, Phuc may be charged with accepting bribes, and Lieutenant General Tran Van Ve may be prosecuted for his involvement in letting criminals escape and protecting gambling.
